Do I have to give first refusal to dirty tenant

I have a tenant that has moved out as I sent a letter 6 months ago that I intend to refurb the house which I am in the process. The tenant left the house filthy, a hole in the bath which caused holes in the celling, kitchen & bedrooms. She left a mountain load of rubbish, bins full, holes in walls & the kitchen is full of grease & will need to be replaced. Oven & hob are unusable.The cost to get the houseback on track is about 15000. What I would like to know is do I have to give her first refusal when the property is ready to be let again ? Also she did not pay the last months rent. Any help would be much appreciated.
