Owner refuses to provide second set of keys

Hello all !

I live in a flat in Cork. Recently, the owner had all the locks changed and provided me with one set of key. Since I have two bedroom and often some friends staying a home for a few days I wanted to have a second set of keys for obvious practical reasons.

I tried to have a second one made at a local locksmith, but apparently the keys are secured and needs a special authorisation from the landlord to be copied. Since I could not do it myself, I asked the real estate agency to provide a second set of keys, which they refused arguing I am alone on the lease agreement .

So apparently living alone does not allow me to invite friends to stay over or even to loose my keys and have a backup at some friend\\\\\\\'s house. No girlfriend either.

I wanted to know if it is legal to refuse to provide a second set of keys, and refusing to provide authorization to have a second one made.
