derelict cottage

I am a total novice as regards selling property
But i got a cottage just outside Boyle Roscommon a few years ago
and never done anything with it, its in need of total refurbishment
and only has a small front and back garden
I declared derelict last year as I was being charged property tax for it
and as its so far away from where I am living
I cannot get down easily to it to do it up
My question is what do I have to do legally, to sell it
I dont want much for it but am worried about costs re selling
If I sell it for a very low amount can the buyer pay costs,
