Agree with above - contact local authority - environmental health dept -they should respond pretty quickly
In the meantime withhold any rent due in a seperate account and send an email to landlord stating this and say until either EHO has visited and reported back to you or works have been carried out to your satisfaction by landlord that no monies will be paid.
