why so hard to get a rentbook from landlord?

is currently living in a rented room(€250) where the owner also lives(some times).
income is a pension from another EU country. Unfortunately, not more than it just going to survive (€180/week).
Applied for rent subsidies, but the landlord refused to give the correct PPS number and rent book.
Moving is not possible when the rent now take much of the pension.
What can you do so you become registered in the housing list, which is the requirement to seek a rent allowance.?

Retired carpenter, 54 with disability pension (injured shoulder) from Sweden. looking for homeowners or Businesses Who need help with house sitting, management, maintenance, minor construction, etc. Experience in agriculture and animal management are available. Would only ask for free board and lodging as a replacement, When there is a pension as Incom.
