Limerick apartments, Mount Kennett Place-is it worth to buy there??

Hi folks,
advise needed on buying apartments in Limerick (Mount Kennett Place). Our situation is:
We are professional couple, no kids, first time cash buyers, currently live in Dublin, but wish to move to Limerick, looking at 2 bed apartments for 25-30k in Mt Kennett. We realise that these apartments are not dream home, but for that 25k price they look appealing...
Here in Dublin we pay 600euro per month for small studio apartment, so having this in mind our new apartments would pay off in 3,5 years. Yes, we will have to pay around 100euro per month apartment management fee and hosehold charge of 100euro per year, and later property tax and water charge... but we dont want stay renting here for ages, we see this opportunity as a chance to get on property market and sell these apartments in 5years time if needed, even though if the price after five years time will be only a fraction of current price, it still will make sense. Or let it out, will depend on circumstances. Could anyone advise, if we are making good decision or just going crazy.. :) ?
Next week we are going to Limerick for our first viewing, so any tips on how to negotiate,what things to keep in mind when doing our way trough the property, what questions to ask would MUCH appreciated!
Also would be great to hear from someone who recently have bought apartments in Mt Kennett, or someone who is renting out there-what is like to live there:0 ?
