cash sales

In a time when finance is available to so few and we hear that a large % of sales are cash sales, does the offer of a cash purchase knock a good chunk off the asking price or is this just propaganda?
PS - Looking forward to the property price register coming online later this year. As a soon to be 1st time buyer I was pleased to hear the increase in mortgage interest relief in this years budget but it doesnt look like its gonna correspond with the property price register as the interest relief is due to finish for good on december 31st.
