Advice wanted on tenants deducting costs from bills due

I'm a landlord who has a house rented out to 3 people. I have had to contact my tenants about the Gas bill not being paid for and was informed that the kettle needed to be replaced and they had deducted this from the bill and lodged in the balance of €9.00 to my account for the Gas. As i had already provided a kettle, which is still working perfectly and just needed to be treated with limescale remover, can they do this? Surely if they buy a kettle thats their choice and its up to them to replace anything like that that goes in the house? Maybe not! Any advice?
