Assessment by E.H.O.

Hi,
Has anyone been assessed by an Environmental Health Officer in the Kildare area recently? I recently applied for Rent Allowance, I received a letter stating that my app had been received and they would contact me within 6-12 weeks re same, meanwhile and E.H.O. will be in contact to arrange an appointment. Does anyone know what role the E.H.O. plays in all this? Does he have final say whether or not I am in need of rent allowance and will he call to the where I'm residing now??
