Buying a new built house - when to start paying for utilities

Hi,

Last October, my wife and I, signed the contracts to buy a new built house. It was said to us the house would be finished in 6 to 8 weeks. We chose the flooring, tilling and all the fittings.
It is now January and nothing was done because the builder is insisting that we need to be responsible for the gas and electricity, he says we need to connect it ourselves in order for him to finish out house. Is this a common thing? All of our friends that bought a new built house only changed the names on the utilities when thru my had the keys in hand.
Are we obliged to pay for something that we do not have control on the costs?
We are currently renting and our idea is to transfer the utilities when we move.
As anyone been through a similar situation?
Is this fair?
