Applicants who are eligible under the Fresh Start Principle may also be eligible for the scheme. Applications for the Starter Homes at Golding Green must be made through the Fingal County Council online application portal. Applications will be prioritised on a first come, first served basis, in accordance with the Fingal County Council Scheme of Priority. The scheme is available to eligible applicants seeking to purchase a newly built home but who require additional funding to bridge the gap between their mortgage and deposit and the cost of the home. In return, Fingal County Council will take a percentage equity stake in the Starter Home. The Council’s equity stake will be equal to the discount of the purchase price from the full market value of the home. The equity share required will not be less than 5% of the market value of the dwelling. Applications for these new homes at Golding Green must be made through the online portal which will be made available on the Fingal County Council website in the coming weeks. You are eligible for the Starter Home Purchase Scheme if you satisfy the following criteria: 1. You are over 18 years of age. 2. You are a First Time Buyer or qualify under the Fresh Start Principle, or own a dwelling which, because of its size, is not suited to the current accommodation needs of your household. 3. You have not previously purchased or built a home in the Republic of Ireland or elsewhere. Exceptions apply to Fresh Start applicants. 4. Each person included in the application must have the right to reside in Ireland. 5. Your home must be your principal private residence, i.e. you must purchase the home to live in it. 6. You must need an equity stake from Fingal County Council, with the equity share required being not less than 5% of the market value of the dwelling. 7. You must have a minimum deposit of 10% of the affordable purchase price. It is recommended that applicants have mortgage approval in principle prior to applying for the Starter Home Purchase Scheme. Applicants will be required to have mortgage approval at the time their application is assessed. In addition, should Fingal County Council receive more eligible applications than there are properties available, 30% of the properties will be issued to eligible applicants who are or have been resident in the Fingal administrative area for a minimum period of five years, in accordance with the Fingal Scheme of Priority. Applications for Starter Homes at Golding Green will only be accepted via the Fingal County Council online application portal. Further information on the Starter Home Purchase Scheme, the Scheme of Priority, income and savings eligibility, the required documentation and details of how to make an application are available on https://www.fingal.ie/starterhomes STARTER HOME PURCHASE SCHEME The Homes at Golding Green are being made available under The Starter Home Purchase Scheme (formerly the Local Authority Affordable Purchase Scheme), delivered in partnership with The Land Development Agency (LDA) and Fingal County Council (FCC) and built by Lydon. The Starter Home Purchase Scheme is designed to support buyers who are ready to begin their journey to home ownership but need help bridging the gap between their mortgage, savings and the full price of a newly built home. Applicants who are eligible for the Fresh Start Principle may also be eligible for the scheme. Under the Starter Home Purchase Scheme, homes are sold at a reduced price below open market value, with the exact price calculated by the local authority based on your income and mortgage capacity. The local authority contributes the difference between the market value and what you pay, retaining this contribution as an equity share in your home. Each property has a Minimum Sale Price, already set below market value, and you must be able to show you can meet this amount through a combination of mortgage, savings, and (if eligible) the Help to Buy scheme. If your income and borrowing capacity are higher, the purchase price will reflect that. Over time, you can choose to redeem or “buy out” the local authority’s equity share in part or in full, although there is no obligation to do so. Certain events, such as selling your home, will trigger repayment of the equity share, as set out in the Affordable Dwelling Purchase Agreement, which should be reviewed carefully with your solicitor. Note: Under the terms of the Starter Home Purchase Scheme, the upfront cost is reduced for the buyer while Fingal County Council will retain an equity stake WHICH IS REPAYABLE ON THE SALE OF THE PROPERTY OR IN 40 YEARS TIME. Successful applicants have the option of buying out this equity stake over time if they so wish. Equity shares are calculated on an individual basis and are linked to an applicant's income, their savings and their mortgage capacity.
